Vetting and Barring Audio Registration
The new scheme, under which employers must carry out checks on
staff who come into contact with children or vulnerable adults,
comes into effect from 12th October in England and Wales (Scotland
in 2010).

Many more jobs will come within the framework of “regulated
activities” and require checks – not just those where Criminal
Records Bureau checks already operate.
The new checks apply to any person undertaking a “regulated
activity”. This includes activities which involve contact with
children or vulnerable adults and are:
- In a specified place (such as a care home or a school); or
- Are specified activities (for example, transport or advice
services) and
- Take place frequently, intensively or overnight
A Criminal Offence
It will become a criminal offence for an employer to knowingly
employ a barred person in a regulated activity.
Employers will have a duty to notify the Independent
Safeguarding Authority (ISA) when they dismiss an employee or where
an employee leaves prior to being dismissed in certain
circumstances.
